Oregon Promise Grant: Program Updates

This is a log of prior update messages for the Oregon Promise Grant. Students are encouraged to log into their OSAC Student Portal account to view their status with the grant.

MARCH 2024: SPRING COHORT GED DEADLINE

  • Next deadline: March 11 - GED students who graduate between 10/1/23 - 02/29/24. Submit OPG app AND 2023-24 FAFSA/ORSAA to start college Spring Term 2023-24.
  • Renewal students (current college students) do not do the application again - simply submit the 2024-25 FAFSA or ORSAA by June 1, 2024.
  • If you have been awarded the Oregon Promise Grant for 2023-24, you must start at least halftime for your assigned cohort term 2023-24 at an Oregon community college. Contact your college financial aid office with any questions immediately.

FEBRUARY 2024: SPRING COHORT HS DEADLINE

JANUARY 2024: SPRING COHORT AWARDING

  • Awarding for Spring Cohort 2023-24 (October 2023 - Feb 2024 grads) began January 2024.
  • Next deadline: FEB 1 - HS students who graduate between 10/1/23 - 02/29/24. Submit OPG app AND 2023-24 FAFSA/ORSAA to start college Spring Term 2023-24.
  • Renewal students (current college students) do not do the application again - simply submit the 2024-25 FAFSA or ORSAA by June 1, 2024.

    • HS graduates between 7/1/23 - 11/30/23 had to apply by Nov. 1. Their deadline has now passed.
  • Next deadline: DECEMBER 11 - GED students who graduate between 7/1/23 - 11/30/23. Submit OPG app AND 2023-24 FAFSA/ORSAA to start college Winter Term 2023-24.
  • Renewal students (current college students) do not do the application again - simply submit the 2024-25 FAFSA or ORSAA by June 1, 2024.
  • If you have been awarded the Oregon Promise Grant for 2023-24, you must start at least halftime Fall Term 2023 at an Oregon community college. Contact your college financial aid office with any questions immediately.

OCTOBER 2023: COLLEGE BEGINS + APPROACHING DEADLINES

  • The application is open for Oregon Promise. Students who graduate between July 1, 2023 and June 30, 2024 can apply now. Deadline varies by graduation date.
  • First deadline: NOVEMBER 1 - HS students who graduate between 7/1/23 - 11/30/23. Submit OPG app AND 2023-24 FAFSA/ORSAA to start college Winter Term 2023-24.
  • Renewal students (current college students) do not do the application again - simply submit the 2024-25 FAFSA or ORSAA by June 1, 2024.

SEPTEMBER 2023: APPLICATION OPENS

JULY 2023: APPLICATION CYCLE ENDS

  • The application cycle is closed for Oregon Promise. Students who graduate between July 1, 2023 and June 30, 2024 can apply starting in mid-September.
  • July 10 deadline appeal requests AND submittal of documents for the following must be turned in July 25th for the following groups:
    • GED® students who graduated between March 1, 2023 - June 30, 2023 and did not submit the Oregon Promise application
    • High school and GED test graduates who submitted their application but DID NOT submit the 2023-24 FAFSA or ORSAA 
  • Awarding has started for Class of 2023. Notifications to students began Wednesday, April 19. There is no EFC limit for Class of 2023 applicants.
  • Class of 2023 high school graduates had to apply by June 1 to be considered. Appeals were accepted until June 30.
  • Renewal student awarding has started for 2023-24. Notifications to students began Thursday, June 8. Appeals for renewal students who missed submitting their FAFSA/ORSAA by June 1 were accepted until June 30.

JUNE 2023: DEADLINE MONTH

  • Application is open for GED® students who will graduate between March 1, 2023 and June 30, 2023
  • Next deadline JULY 10 for GED® students who graduate between March 1, 2023 - June 30, 2023 to apply
  • Awarding has started for Class of 2023. Notifications to students began Wednesday, April 19. There is no EFC limit for Class of 2023 applicants.
  • Class of 2023 high school graduates had to apply by June 1 to be considered. Appeals will be accepted until June 30. Email OregonPromise@hecc.oregon.gov for information.
  • Renewal student awarding has started for 2023-24. Notifications to students began Thursday, June 8. Appeals for renewal students who missed submitting their FAFSA/ORSAA by June 1 will be accepted until June 30. Email OregonPromise@hecc.oregon.gov for information.

MAY 2023: DEADLINES APPROACHING 

  • Application is open for students who will graduate between March 1, 2023 and June 30, 2023
  • Next deadline JUNE 1 for high school students who graduate between March 1, 2023 - June 30, 2023 to apply
  • Awarding has started for Class of 2023. Students will begin to be notified Wednesday, April 19. There is no EFC limit for Class of 2023 applicants.
  • All March 1 - June 30 graduates must apply by June 1 to be considered for the grant
  • Renewal students MUST submit 2023-24 FAFSA or ORSAA by JUNE 1 to be considered for Oregon Promise Grant in 2023-24. Awarding begins mid-June for renewal students. 

APRIL 2023: CLASS OF 2023 AWARDING BEGINS

  • Application is open for students who will graduate between March 1, 2023 and June 30, 2023
  • Next deadline JUNE 1 for high school students who graduate between March 1, 2023 - June 30, 2023 to apply
  • Awarding has started for Class of 2023. Students will begin to be notified Wednesday, April 19
  • There is no EFC limit for Class of 2023 applicants. All March 1 - June 30 graduates must apply by June 1 to be considered for the grant
  • Spring Cohort 2022-23 awardees must start at least halftime at an Oregon community college Spring Term 22-23 and meet all eligibility requirements

  • Awarding has started for Spring Cohort 2022-23. First award emails were sent second week of February
  • At this time, it is unknown if there will be an EFC limit for Class of 2023 applicants. All March 1 - June 30 graduates, regardless of income, must apply by June 1 to be considered for the grant

DECEMBER 2022: WINTER COHORT PROCESSING

NOVEMBER 2022: FIRST DEADLINE

  • First application deadline is November 15 for high school students who graduate between July 1, 2022 and November 30, 2022. They must submit BOTH the Oregon Promise application and their 2022-23 FAFSA or ORSAA
  • Awarding has started for Winter Cohort 2022. First award emails will be sent in December

OCTOBER 2022: APPLICATION OPEN

  • Application opened for students who will graduate between July 1, 2022 and June 30, 2023
  • PRIORITY: First application deadline is November 15 for high school students who graduate between July 1, 2022 and November 30, 2022. They must submit BOTH the Oregon Promise application and their 2022-23 FAFSA or ORSAA
  • At this time, it is unknown if there will be an EFC limit for Class of 2023 applicants - all March 1 - June 30 graduates, regardless of income, must apply by June 1 to be considered for the grant

SEPTEMBER 2022: GET READY FOR A NEW YEAR

  • Award notifications for Class of 2022 applicants and eligible renewal students have been sent
  • Students must have their Oregon community college listed on their 2022-23 FAFSA or ORSAA by Fall Term start
  • Application est. to open October 10 at 2:00 PM (PT) for students who will graduate between July 1, 2022 and June 30, 2023

JUNE 2022: RENEWAL AWARDING

For students who began receiving the Oregon Promise Grant in 2021-22 or earlier, they have been notified if they are authorized or not for a 2022-23 award starting June 2022. Students must meet all requirements for renewal, including submitting the FAFSA or ORSAA by JUNE 1.

APRIL 2022: LEGISLATIVE SESSION UPDATE

Senate Bill 1522 passed during the 2022 Legislative Session, which brings equity-focused changes to the Oregon Promise Grant:

  • Starting with the Class of 2022 (March 1, 2022 - June 30, 2022 graduates), the GPA requirement has been lowered to a cumulative, unweighted 2.0
    • Interested Class of 2022 students must have applied for Oregon Promise by JUNE 1 at 5:00 PM
  • For all students who will receive the Oregon Promise Grant in the 2022-23 academic year and beyond, there are changes to the award calculation and renewal requirements:
    • The $50 per term co-pay has been removed from the award calculation
    • The minimum award will increase from $1,000 to $2,000 for full-time, full-year students, and it will increase at the same rate as the maximum award each year
    • The First-Year Experience will no longer be a requirement to renew the Oregon Promise Grant

APRIL 2022: CLASS OF 2022 AWARDING

Oregon Promise awarding has begun for new students who will start college in Fall 2022. There is no Expected Family Contribution (EFC) limit for Class of 2022 applicants. Students MUST apply by June 1 to be considered for the grant.

SEPTEMBER 2021: APPLICATION OPEN FOR GRADUATES JULY 2020 THROUGH JUNE 2021

The Oregon Promise application is open for students graduating between July 1, 2021 - June 30, 2022. Be sure to apply by your deadline (English | Spanish)!

JULY 2021: AWARDING UPDATE FOR CLASS OF 2021

The tentative Expected Family Contribution (EFC) limit of 42,000 has been removed for the Class of 2021 based on total allocated funding from the Oregon Legislature and the total applicant pool. All students who were in the pending EFC category since May 2021 have now been awarded. Students can log into their OSAC Student Portal now to view their status. Students who graduated between March 1, 2021 and June 30, 2021 MUST start at an Oregon community college Fall Term or their grant is cancelled for all future terms. If students need to still add a community college to their 2021-22 FAFSA/ORSAA, they can do so until Fall Term to be considered for the grant.

MAY 2021: AWARDING BEGINS FOR CLASS OF 2021

Oregon Promise awarding has begun for students who will start college in Fall 2021. There is a tentative Expected Family Contribution (EFC) limit of 42,000 for Class of 2021 applicants. Students MUST apply by June 1 to be considered for the grant.

SEPTEMBER 2020: APPLICATION OPEN FOR GRADUATES JULY 2020 THROUGH JUNE 2021

The Oregon Promise application is open for students graduating between July 1, 2020 - June 30, 2021. Be sure to apply by your deadline (English | Spanish)!

AUGUST 2020:

Oregon Promise awarding has finalized for students who will start college between Fall 2020 and Spring 2021. There is an Expected Family Contribution (EFC) limit of 22,000 due to a budget cut from the Oregon Legislature, which resulted in revoking awards for students with an EFC above 22,000 for Class of 2020 applicants.

JULY 2020:

Oregon Promise awarding has updated for students who will start college in Fall 2020. There is an Expected Family Contribution (EFC) limit of 34,000 and an anticipated budget cut, which would result in revoked awards for students with an EFC above 18,000 for Class of 2020 applicants. 

MAY 2020:

OSAC has made temporary changes to the Oregon Promise Grant due to recent health and economic crisis:

  • OSAC will allow your high school to verify your GPA as MET if it would have been mathematically possible for you to achieve a cumulative, unweighted GPA of 2.0 if your grades during Spring 2020 (March 2020 - June 2020) were letter grades (and if they were changed only due to the emergency declaration)
  • OSAC will not require college students to attend Spring Term 19-20 to be considered for a renewal award in the 2020-21 academic year, and all current recipients who are within their 3-term First Year Experience (FYE) window will have an additional term to complete the FYE requirement

JANUARY 2020:

New information is available for applicants who are released from a correctional facility in Oregon to be eligible for Oregon Promise, per House Bill 2910 (2019).
